Theses Canada (https://library-archives.canada.ca/eng/services/services-libraries/theses/Pages/theses-canada.aspx) maintains a database of Canadian theses.
While there are some theses available in full text on this site, many are not. For free full text you may do better with searching ProQuest Dissertations & Theses (see the menu to the left) which also covers many Canadian dissertations.
When you are unable to get a dissertation, interlibrary loan might help (https://libguides.twu.ca/interlibrary_loan), though some libraries do not lend their dissertations.
